IMHO I think this would be the opposite. A second rotating section
would
increase the overall mass and complexity of the ship, as well as cost.
As
someone already pointed out, it would be optimum to lock the rotating
section when in combat, to eliminate maneuvering errors due to sustained
damage of a rotating section.
