Stationbuilder: new release

The new Stationbuilder release includes the FuelXfer MFD. This allows you
to transfer fuel *from* any vessel to which you are docked *to* your own.
(simply change to the other vessel to donate fuel)

Instructions are included and I've tested most of it, bug reports to this
list, thanks.

Incidentally, I don't know if it's a reflection on the exceptional ability
of our listmembers to work around a problem, or if it's just no-one's
actually tried the last release (I could guess. ;-) ), but there was a
problem with the last two scenarios that the Dragonfly had no fuel and
couldn't move!

This is now fixed, so keep on building. :-)
