Well, dragonfly is a space tug. You mention the Zvezda module. I mention
you the Kvant-1 and Kvant-2. Both launched with a proton rocket and a
space tug attached to them, wich was discarded after docking to Mir. You

or if delivering people anyway, just use the Space Shuttle. What
exactly
is the dragonfly for?
It actually uses more fuel since it has to go from the station to the
newly
delivered module and then bring the module back to the station.
