You have two choices of getting a station module. 

Big Dumb Booster - in which case you need propulsion for the module to get it to the station.

Shuttle - which is way more expensive and you are limited more in payload.

With the Dragonfly you can launch module without propulsion capability and have the dragonfly get them after launch.

In addition to make the Dragonfly cost effective you need to have a series of stations in the same inclination so you can have one dragonfly serve a variety of stations.
