In the beta-test fighter rules all fighter attacks are resolved after all 
ship-mounted weapons (including PDS) have already fired, so it is 
impossible to use the fighters before you allot the PDSs. (Which is why I 
thought you were asking about the FB turn sequence, since that one resolves 
fighter attacks and PDS fire in the same phase.)
