The FB2 Sa'Vasku rules explicitly say that you can.

No to both. [Official] post-FB2 statements equated Power Generators with 
"Core Systems" wrt vulnerability to special-damage weapons; and neither 
Needle Beams nor EMPs can damage Core Systems.
