Any play who accidentally or deliberately hits the sheep may have this
card played on them. They are followed by noisy protesters who reduce
all movement by 3" or one dice type. The protesters cannot be shot in
LOS of the news crew (snipers may engage the protesters as long as
they have not been revealed)  or that player will be penalized by the
referee (appropriate penalty will be up to the referee). Also, if
another player shoots the sheep within LOS of the protesters, they
will immediately go pester that player's forces.
