Letting the Kra'vak sit in there and starve or just nuking the whole
city is fine and dandy unless you happen to be fighting for someone in
charge who either does not want the real estate irradiated becuase he
plans on moving back in or has to otherwise get on with his life so is
in a hurry to mop up the last of the resistance. Sound military logic
or doctrine often (more likely  most of the time) has to take a
back seat to various political issues or needs. Right or wrong, there's
no reason why that wouldn't stay the same in the future...
