Within the parameters Beth specified, Daniel is right. However, in broader terms having grav tanks and grav APCs makes the road net redundant only if one can move all one's beans, bullets, and black oil via grav as well. It appears that the Kra'vak can. I bet in human space, though (even in 2196), that stuff mostly moves on wheels (or rails, where there are any). Logistics is a harsh mistress.... ;-)

Or control of the space would impact the information flow or many other differances one could think of. One of the challenges of doing this kind of article/story in a fictional future is one must make some assumptions based on tech that does not exist now and thus draw conclusions that may or may not make sense with present (modern) or past (WWII for example) military doctrine.
