I've been thinking along similar lines myself to bring it in line with the
k-gun mass progressions.

PBL-1 = 6 Mass
PBL-2 = 11 mass (+5)
PBL-3 = 15 mass (+4)
PBL-4 = 19 mass (+4)
PBL-5 = 23 mass (+4) etc

This would affect existing official designs, but the most common is PBL-3 in
the FB2.
