You can enter FTL with a velocity so why can't you exit with one?

With the scatter and FTL interaction zone entering under FTL is a pretty risky business for a fleet.

Velocity would need to be determined pre-game (as would entry point if you
do not have FTL communication).

It depends on the PSB you're using. If your velocity is always 0 after FTL,
then you would NEVER want to FTL into combat (sitting duck and missile
bait).

As you said, it depends on your house rules about initial velocities but very little SF suggests you have to be going speed zero to enter FTL.
