If you don't expect to get anything out of it, why put a colony there? Maybe you dont expect something right now, but you will, sooner or later. 

I don't see "any flat bit of ground" as likely. You'll want cargo handling equipment, warehouses and so forth. Not to say that you absolutely have to have that, but if you want to keep costs down, you will.
