Depending on your tech level and the cost of the vat soldiers. You
might want to program them with a finite lifespan so you don't have this
problem. Sure it means you need to keep a constant supply flowing, but
then you don't have to worry about the threat of rogue gen-soldier
uprising.

Well, honestly, if you have the technology to clone super soldiers in
vats, you likely have the tech to grow them to be able to go into the
freezer when not needed - just a little frog or arctic fish DNA and
presto!!!

There are AE companies which would be willing to manage the contracts
for you.
