Well, "friendly" doesn't always have to mean friendly. There are plenty of opportunities for small border clashes, miscommunication, and general unrest. So while two nations might be "generally friendly" there is no reason that they can't have little spats now and again. :)

Seriously though watching the political map being hashed out is fascinating - and relatively painless with no one screaming that their pet state is being short changed. If it is not a contradiction in terms this list seems to have  a lot of very grown up wargamers.
