Passive sensor ranges and a particularly heavy debris count within the
system (relatively speaking) or lots of pockets of gas/dust etc (can't
remember the MT terrain feature).

If the sensors can't detect the dust/gas in the clutter, then intrasystem
travel will be slowed (even an SDN with screen-2 can't take that sort of
pounding long-term).

Contact is often in clear pockets of space (where scout ships have
"directed" each force towards the other).
