Well, if it's a "diplomatically significant" give or package... like, say an 
alien race's equivalent of the Pandas for the Chinese... then a cage of some 
critter could be just as politically important as, say, a load of nukes is 
significant militarily.

Any scenario is capable of being propped up enough... it's how well you dress 
the props that sell it.
