hmm.. not much different then limiting the turns to 60 degrees except it
frees up MD points for higher MD ships.

Per pt
MD2 turns 60
MD4 turns 120
MD6 turns 180

If you also limited the thrust available to turns to half the thrust
rating it would go father and leave it unlimited to A drive units
