 How about having the rotation rate depend on the Main Drive rating?

e.g. MD 2 alows a 2pt turn for each pt, MD6 allows 6pt turns per pt?

The lumbering MD 2 ships will still be able to turn a reasonable amount if they use all their drive to do it, but the nippy MD 6 ships will still have a significant turning advantage.
