To add to laserlight's house-rule, I might suggest that an additional
icon be added to represent the small thrusters.  If you lose that 
to a critical hit, then you lose all your maneuver thrusters.
Alternatively, you could say that when you main drive takes its 
first hit, you lose maneuvering thrusters.  Also, I would say
that if you lose your main drive all together, you can't rotate.
