It's standalone.  If you want big flavorful writeups on the weapons they refer you to other books, but the stats and names are all there.
 
They recommend and describe a task system, but things are setup so that any of the various Traveller task systems can be used.
 
Of course you will need minis, and that is where GZG comes in...

That's not actually the BITS website - which seems to be down as I
write this - but SJ Games sells the BITS stuff too, including ACQ.

My question: is ACQ a standalone, or do I have to have other books to
make everything work?
