[GZG] maximum possible thrust

I have seen in some of the spreadsheet design programs that 8 is the maximum
allowable thrust but haven't see this in the design rules.  Is 8 the hard
limit or just a practical limit since thrust 8 consumes some 40% of the
ship's mass.
