Oops. I guess I figured people who were interested could find it by
starting at HyperBear, or googling "sg2 phalons" (my site is first in
the query).

But, for those whose Google-fu is weak, here are the lins:

I have both the rules and a history document bringing you from any
previous version to version 1.2. These are available in PDF or rich
text format, in 8.5" by 11" and A4 paper sizes.

I would argue with its defanged vehicle rules and strange game scale
SG2 is in about the same boat as DS2.
