Perhaps it is the overprotective nature of the 
government in the UK, protecting the criminals
that is!   Such a thing goes too much against the 
grain of the independent Texan/American.

The only areas in Texas or California, or the rest
of the country for that matter, that have the 
'save the criminal' mentality are in the large
cities, where the murder/crime rate is the highest.
