You want an equal chance of getting a 1, 2, or 3, so you'd round up. 
1,2 = 1, 3,4 = 2, 5,6 = 3.

Alternatively, subtract 3 if the result is over 3; so 1,2,3 = 1,2,3 and 
4,5,6 = 1,2,3.
