This is how the pistols (some disagreement if they were phasers or
lasers)
in the original Star Trek pilot ("The Cage," later reworked into "The
Menagerie") worked - a rotating array of lenses, and shot strength was
'dialed' in thusly.  So this is almost certainly an intentional design
nod
to those weapons.
