Restarting this discussion back to game terms, it would help to know the
campaign constraints you're trying to fit within.

Known points:
Quality: militia (green), regular (blue) and guard/elite (orange).
Movement type: Fast GEV, HMT
Infantry capacity: 2 teams.
Preferred weapons: SLAM (for anti-infantry), MDC/HKP (for anti-tank)

Info needed:
# of factories (how many "sizes" of vehicle or total output per turn)
Turns to "re-tool" factories
Economic cost of vehicles/infantry (pts/$/etc if any)
Any ongoing resupply/maintainance costs (such as trucking supplies)

My suggestions:

At minimum, you need at least 3 "factories" + 1-2 infantry "factories".
2 for line units and 1 for all your other specialty units (low numbers,
but frequent design retool).

Factory 1:
MBT - size 3, HMT, Fast GEV, Armour/3, turret Sup HKP/4 or Sup SLAM/4,
Enh PDS.

Factory 2:
AFV - size 3, HMT, Fast GEV, Armour/2, turret Enh MDC/2 or triple Enh
GMS/L, APFC, 2 inf teams.

Factory 3:
Various specialty vehicles as required.
