Yes. A Mine is factory made. An IED could be some amonium nitrate, some
Artillery shells or some other explosives dumped in a hole with an
improvised switch or some guy left behind with a detonator to set it off
at the right time.

Time to place an Anti-Tank mine safely and properly is less than that
which it takes to set an IED.

IEDs will be poor quality mines or other weapons.
