something wrong with my brain that night:  The rule of thumb was
supposed to read, "round trips of FIVE or fewer".  And the example with
the Jeanne D'Arc fleet carrier had bad math:  It was supposed to read
"TWO ship's boats &" whatever.	

And if you're thinking why have ship's boats when they're 50% larger
than launches but have only 2cs more cargo capacity:  Launches are
suited more to the orbit/dirtside interface, while ship's boats have
bigger engines that let them go on excursions to neighboring moons.  

And there ARE exceptions to rule of cutters & pinnaces being allowed
only on "captial" ships:  If you convert the "starliner" on page 42 of
FB1 to a "hospital ship", and you have a copy of the "GURPS Traveller:
Modular Cutter" supplement, the hospital ship can be outfitted with 2
modular cutters mounting Medevac modules.
