You can enter FTL with a velocity so why can't you exit with one?

With the scatter and FTL interaction zone entering under FTL is a pretty

risky business for a fleet.

As you said, it depends on your house rules about initial velocities but

very little SF suggests you have to be going speed zero to enter FTL.
