Well not wanting to give too much away......basically I do start with 
cutting out the shape bit like cutting pastry shapes. Then when that has

hardened I add the weapons, backpack, back of helmet etc. so it's not
flat.
Seems to work ok.

Oh and bit of trivia for you. That is the second commander figure I have

made, the first one bounced off my work surface and I've never found
him. 
Obviously made him out of 'yellow stuff'!

Only have the original wheeled vehicles so not painted any yet.
