The novel is not unsympathetic because the Culture screwed up big-time,
and many of the Culture citizens in the story are painfully aware of
that.
It's been a while since I've read the book, but I believe
planet-destroying weaponry gets deployed in the civil war that the
Culture
inadvertantly provoked.

Look to Windward also predates 9/11 comfortably - it was published
sometime in 2000 - so any resemblance to real life is accident and
happenstance.
