That would mean that a TMF 250 SDN with 13 DCPs can be attacked by 13 
fighter groups, but a TMF 250 bulk freighter with only 5 DCPs can only
be 
attacked by 5 fighter groups. (Or some multiple of 13 and 5 groups 
respectively, if the ratio is something else than 1:1.)
