Squadron packs? Something along the lines of a
battleship squadron with a couple of BBs, a cruiser
squadron with some cruisers - a couple of CAs and CLs
and a destroyer squadron with half a dozen destroyers.

This sounds far too complicated, with half a dozen or
more packs for each faction. Jon's original idea of a
little task force is much better. A BB or CV or two
and a side order of lighter units to match. A force
you can do something with right away.
