Sounds good to me.

Tier 3 have to be "discovered"

Tier 2 "bump" into the big boys

Tier 1 "uplift/exploit" 2 and 3 or wait for 2 to trespass

I'm thinking of my group as being Tier 2, having lost the terminus to
their
local gate. After the long night they are starting to expand beyond
their
cluster, raiding tier 3 worlds and hearing rumors of the Tier 1 worlds.

Busy painting expatriated Zulus, shambling trees, and a giant killer
frog. Have to keep those FMA Sheep players busy and occupied, after
all. ;-)

I think the general consensus for my question about drives was Option
B -- ie we have about three in favor and none vocally opposed.
Option B was: No FTL for Tier 3; Hyperspace for Tier 2; Jump points
(mostly natural, maybe a few articial) for Tier 1
