	However, there is an argument for having some limits on
	locations.

	Say you have a jump drive that can allow your war fleet
	to pop up anywhere.  Your Imperial Senate votes to go
	to war with the despicable Han Empire at 12:00.
	At 12:01 your warships jump to orbits around the Han
	planets, drop a few planet-buster bombs, then jump home.
	At 12:05 your warships discover the smoking remains of
	your planets, and a few unexploded Han bomb casing.

	This too does not make for fun games.
