I admit I never watched B5 but this is too weird to ignore. 
Franco-Prussian Bavarians???  
Were the rest of the militaries similar?

The Centauri "Outwardly" look human and ware a retro Napoleonic
outfit in their civil and military dress. From the illustrations in the
GROPS book the Franco-Prussian Bavarians look about right.

The Narns are a slightly reptilian/Klingon mix without the hair....)

The Minbari are High Elves with small ears set on their jaw line
and a bony crest on their heads.....)
