Exactly the conclusion that was reached on the Test
List, IIRC.

Ideally, movement rates will be variable, the more
points you pay, the faster your tank.  But yes,
mobility does need to be addressed as well.

Agreed -- again, one of the suggestions I made.  I
would suggest for starters that given the time scale
of a game turn, any element that is directly
threatened should be able to return fire, even if it
has already fired during its own activation.

As for whether this will all be considered in DS 3
someday, all we can do for now is keep the fires burning.
