Yup. In part it's justified by the setup - any System Lord making
significant improvements to his military would be jumped on by the
others before they had the chance to come to fruition.

That said, the Death Glider just isn't armoured enough to fill the tank
niche. Things to add to what's on the show, to make it a bit more
plausible:

- more portable support weapons
- indirect fire weapons of some sort
- grav armour
