I have been ordering overseas (as from US
to Europe) for a number of years. I have
established a number of rules on using
credit cards and so far so good. The rules
are:
1) Use paypal if at all possible - this is
   double blind credit card -> paypal
   paypal -> seller and the most you can loose
   is the sales price (I have lost and on Ebay
   purchase no less). A nice feature is payments
   can be made in several currencies (I pay
   in British pounds and am billed in US dollars)
2) If you send credit card buy only from
   a company you know and has existed for
   2+ years. Keep up on industry news and
   if there is a rumor of a problem DON"T
   BUY from that company.
3) When sending credit card over Internet
   it must be handled in one of two ways:
   - Secure website (htmls)
   - Split the credit card number over
     two Emails so that the loss of one
     Email will not be a disaster.
   If in doubt use snail mail to send order.
4) Find credit card company that is fast to
   flag suspicious purchase. Every credit
   card purchase I make over a certain limit
   or overseas is flagged. Seller contacts me,
   I contact credit card issuer and identify
   myself and authorize purchase and seller
   reissue goes through (I did this with GZG
   and warned them it would be flagged).

I suspect that over the next few years that the
ability to make secure purchases will improve.
