Only if you're talking about the nuclear version.

The Mk 19 is a grenade launcher, and grenades by definition are 
anti-personal weapons. The exception being of course the RPG 
which has a shaped charge warhead (a panzerfaust by another name 
and not really a grenade).Unless your talking about a few old Soviet
anti-tank stick-type monsters that were of dubious quality and used 
on personal  anyway.

Of note, the nuclear version has been approved for extraterrestrial 
usage.......)
