I just asked because I would need one of the Traveller design books.
On the other hand, I found High Guard at:

The text seems pretty comprehensive, so maybe there is no need to buy
anything.

As far as the D20 version is concerned, you will need a "core book",
but if I remember correctly there is an open source version somewhere
on the WotC website.
