Wandering through the archives, I found

and realized that the same dice scheme could be used to indicate quality
in
FT.  Assume PTorps hit on a 1-5 at 0-6mu, 1-4 at 12mu etc.  Beams do 2
points on a 1, 1 pt on a 2 or 3, no damage for higher rolls.  DCPs
repair
damage on a 1, or find that a system is beyond repair on a 6+; this
means
that elite crews (d4) never find that a system is beyond repair, while
poor
(d10) crews frequently run into problems beyond their competence.

If you want to keep it simple, you say that 1st rate navies use d6 for
everything, 2nd rate use d8, 3rd rate use d10.	If you want more detail,
though, you may decide that _Hood_ has d6 sensors and beam dice, d8
torpedoes ("can't practice much, torps are expensive"), d4 point
defense,
d10 damage control, etc.

Haven't decided how quality would affect SMR lock on, but most other
systems would appear to work pretty well.
