I've been hashing this over from time to time with Laserlight, and we've
got a terminology that seems to work:

Tactical (FT)

Grand-tactical (multiple games of FT, possible mutual influence)

System (the battle for a single solar system)

Operational (e.g. The Lafayette Incident)

Strategic (new ship construction and politics become important)
