Actually, the Cal part would be:
"The light bulb doesn't need changed, Dude. It's just another brown
out..."
(California's electricity system became deregulated. Unfortunately, it
didn't
have the desired effect and there was a problem last year, and I think
this
year, supplying enough electricity to the customers. As a result the
state had
a series of "rolling brownouts" where areas of the electrical grid were
"blacked out" deliberately.
