No.
If they're styrene, paint them as you would any plastic model kit.
If they're polyethylene, then clean them and prime them.  Then be very
gentle when painting them.  Then apply a couple of coats of lacquer
and hope it doesn't com off.  PE is what they make milk jugs out of,
it looks waxy and is somewhat flexible, and paint doesn't stick
well--rubs off easily.	Something I haven't tried but could work is to
give them a dusting with a spray adhesive first, then primer --or it
could just make a mess so don't do it to all 40 at once.
