I think you're omitting the quality die.

The rifle-only squad gets its quality die plus the cumulative rifle
firepower 
die. A rifle only squad rolls two dice, a squad with rifles and one SAW
rolls 
three dice (the squad firepower, the SAW firepower and the quality die).
