You'd have a very tough time doing this with quality levels.
Basically, if you're going to have Bolos and such on the high end and
Shermans on the low end, you won't have much room to differentiate
between a veteran Panther and a green Sherman, or between an Iraqi T72
and an Abrams fresh from Ft Irwin.

However, there are some things you can do.  Movement modes and
distance would be one area.  Communications would be another.  Number
and quality of missiles would be a third.  Weapons types, of
course--the guy who had to use a 50mm cannon in the WW2 scenario will
