Instead of washers, how about plastic Poker chips?  Cheap, come in a
bunch of 
colors, and easy to paint.  Blu-tack the figure to the center.

I was thinking about some of the ideas tossed
around. I'm working out my own twist. We do
find chits ugly up the photos, and if there was a
good way to do away with them, that'd be
great.

Figures mounted on pennies. Bottom of penny
has space to mark quality of figure/unit &
leadership of figure/unit.
