The number 6 was just the first suggestion. It would be up to
playtesting /
calculations to find the best number.

Instead of a fixed number, other possibilities would be:

A number per target's mass value, say 1 squadron / 25 Mass
or
throw a dice for each wave: result gives the number of squadrons
attacking

Also it could be combined with other solutions to reduce fighter power

See the PSB discussed above. At least as convincing as a number of other
justifications in FT.
