Not a problem if you don't play in the Tuffleyverse and don't use FB 
designs, but it's still a problem, I admit.  Unless you just make the
limit 
based on the mass and then require that they be divided between arcs.

way a ship of small enough mass might have fewer allowable fighter
attacks 
vs. it than it has arcs....
